Abstract

Regional Sports Council (RSC) of Rio Grande do Sul was installed in the capital of this state, Porto Alegre, in the early 1940’s. The RSC/RS implantation is current of the promulgation of the Decree-Law n° 3.199, of April 14th, 1941, which instituted the National Sports Council (NSC) and the Regional Sports Councils in the Brazilian states. The aim of this research is to reconstruct the period of foundation of RSC-RS, installed in the capital of Rio Grande do Sul state. Intending so, a research was carried out in printed sources in the RSC-RS’s archive, in books about sportive legislation, in the commemorative book and in the model card of the charter. The analyzed documentation revealed that RSC-RS is among the first regional councils created in Brazil, but it has faced difficulties to act in the control of the clubs in the beginning. RSC-RS was gradually affirming itself in the sportive scenery and had an expressive actuation in the regulation of the sportive practices of the clubs. RSC–RS remained in activity for many decades, even after the promulgation of the law n° 8.672, of July 6th, 1993, that has extinct NSC and, consecutively, has also closed activities of the Regional Sports Councils in the Brazilian states. There was a weakness of the RSC-RS actuation along with the sportive clubs, but its maintenance represents, in a way, the resistance of the sportive directors.
