Financing of Brazilian Higher Education Institutions in a time of crisis

Abstract

Brazilian Higher Education Institutions (HEIs) are financed by public and private resources, however since 2016, the amounts transferred / collected have decreased. Thus, the objective of the work is to identify the way that the crisis caused by the pandemic has impacted the budget of Brazilian Higher Education. To this end, data extracted from information sites of the federal government for the period from 2016 to 2020 were analyzed. The results show that the amounts transferred to the Ministry of Education have little representation in the General Budget of the Union, when compared to other destinations such as payment external debt. The values ​​destined for higher education are more significant than those destined for other segments of education. It is concluded that the budget transferred to federal universities is smaller than the transfers allocated to private HEIs through FIES and ProUni. It is also noted that most of the resources earmarked for higher education refer to the payment of civil servants.
