Abstract

The Brazilian Social Security was enacted with the Federal Constitution of 1988. However, more than 20 years of its enactment contained up numerous advances. In this sense, this article focuses on pointing out some of the challenges encountered with respect to the shared management of the Continuous Cash Benefit (BPC). The BPC has a organ manager the Ministry of Social Development and Combating Hunger (MDS) and counts as the National Social Security Institute (INSS) as operacionalizador organ benefit. To conduct the survey used two methodological approaches: conducting a literature search in order to deepen the theme of Social Security and BPC. And conducting a qualitative survey where respondents were 10 employees of the INSS and the MDS occupying management positions or executing the benefit. Conducting the interviews and, later analysis allowed visualization problems arising due to the different institutional partner agencies. It concludes that the partnership between Social Security and Assistance needs to be less fragmented and have greater integration of actions, both between the two bodies and among the bodies making up the social assistance network. And that the PBOC needs to have the same status as contributory benefits.
