Abstract

The paper analyzes the Ministry of Cities’ institution building process during Lulada Silva’s government (2003-2010) regarding the Ministry’s relations with the actors andagendas of the National Forum of Urban Reform (FNRU) and the incorporation of theseagendas to the public policies. It explores the place and weight of civil society participationin this process, not only through formal participatory arenas, but also through relations thattranscend them, identifying participatory practices established during the Ministry’s institutionalbuilding. As a background concern, the paper aims to assess the possibilities andlimits for the construction of a participatory and democratic management model for publicpolicies during Lula’s government.
