Abstract

In this study, the general objective, we seek to investigate whether there is, as we shape and become effective as distinct concepts of 'regulation' in the realm of public policy and government management between the governments of Presidents Fernando Henrique Cardoso - FHC (1995-2002) and Luis Inacio Lula da Silva - Lula (2003-2010). Therefore, we will conduct an investigation into the functioning of the National Telecommunications Agency (ANATEL) in the corresponding historical period of the two governments. Seeks to understand also, the development of regulatory policy for Brazilian telecommunications during the Cardoso government, and their (dis) continuities in the Lula government, are critical in the development of this research. We also seek to verify that the regulation of telecommunications is promoted by the state in order to stimulate competition in the markets as well, to see how this process rushes. Thus, supported by the established legal apparatus, and the identification of the main agents of defining policies of this sector in Brazil, understand how they act, what are the main interests, conflicts and projects, and finally find elements that help the understanding of relationship between Anatel (decentralized state agency) and the Federal Government (as a transitional agent in the state).
