Abstract

Begining from the premise that the federal government, during the First Republic, it was not silent to the popular development of educacional polices, the objective of this article is to reflect about the motivations that permitted the president Nilo Peçanha (1909-1910) to build a federal network of vocacional schools of primray educacion in the majority of the capitals of brazilians states. Finally, the present article is part of a PhD research nearing completion wich evolves a discussion of educacional reforms and debates between the Brazilians Empire and its becoming as a Republic.
