POLICIES MIGRATION THE NATIONAL STATE ARGENTINA FACE TO MIGRATION BRAZILIAN OF NORTHEAST MISIONES (20th CENTURY)

Abstract

The purpose of this article is to analyze how and within what social conditions, economic and political gave the brazilian migration toward the northeast of Misiones and which migration policies adopted by the national government of Argentine. This region is taken as territorial extension of Brazil, where it is estimated that currently 70% of the inhabitants of departments such as that of San Pedro (23.736) and Manuel Belgrano (33.488) would be brazilians or sons of brazilians. Misiones - former territory of Jesuit missions and former National Territory of Argentina (1881-1953) - is today occupied by groups of migrants from a variety of sources: "[...] between them nearly 20 thousand Brazilians who crossed the border of the Uruguay river some decades ago, building colonies that ended up being virtually an extension of the agricultural area of northwest of Rio Grande do Sul and west of Santa Catarina" (HAESBAERT, 1998, p. 59). These migratory movements border between the end of the 19th century and the 1940's were organized by flows geographically discontinuous and little dense. However, from the decades of 1950 and 1970 that would establish a more or less continuous and with higher density toward Argentina. Front of brazilian`s migration the State of Argentina will impose restrictive policies, especially in the period of the military dictatorship Argentina when created two plans of colonization to the northeast of Misiones: the Plan of Colonización 39 San Pedro (on the border with Santa Catarina) and the Plan of Colonización Andresito (on the border with the Parana). This Argentine´s migratory policy, to some extent, reflected in the landscape physical-natural and human of the region and created a geographical discontinuity giving rise to different landscapes in the region.
