INSTRUMENTS FOR EVALUATING CONTINUING HEALTH EDUCATION ACTIONS: BEHAVIOR AND OUTCOME CHANGES

ABSTRACT: The National Policy for Continuing Health Education faces challenges, such as the absence of evaluation of actions related to the training and development activities of health professionals and workers. This study is part of a project aimed at developing and validating an evaluation model for educational actions in health. The qualitative and quantitative research was conducted in a federal university hospital in Rio Grande do Sul in four phases: 1) data collection on evaluative processes of educational actions; 2) development of evaluation instruments that comprise the evaluation model; 3) content validation of the proposed instruments; and 4) data analysis and review of the evaluation instruments. Content validation was conducted with health education specialists using the Content Validity Index (CVI). The model consists of six instruments: 1) Request for Educational Action; 2) Reaction Evaluation; 3) Learning Evaluation; 4) Behavior Change Evaluation – Participant; 5) Behavior Change and Outcome Evaluation – Leadership; and 6) General Evaluation of the Educational Action. The overall CVI of the proposed model was 0.93, suggesting its approval for service use. However, this article addresses the content validation of two instruments: Behavior Change Evaluation – Participant and Behavior Change and Outcome Evaluation – Leadership. Thus, the hope is to contribute to health promotion and care by improving the educational actions and work processes in hospitals and other health institutions.
