Abstract

The informal economy is an economic activity that is outside the legal margins and minimum social and labor guarantees that provide welfare and social security in the medium and long term. In Venezuela, the phenomenon is exacerbated by the high cost of living, low pay and all the monopolization of the productive sector by the Venezuelan state. In Táchira State 51% of the economically active population is in the informal labor market, a fact that worries about the economic and social disadvantages that entails. The Catholic University of Táchira and the Social Observatory Táchira State proposes to "Enterprise Creators Program"as an alternative to formalize economic activity of potential entrepreneurs, according to the vocation and Productive Potentiality of each of the twenty municipalities of Táchira State contribute to local economic development.
