ANALYSIS OF HEALTH POLICIES TO CONTAIN IMMUNODEFICIENCY DISEASE IN MUNICIPALITIES IN PERNAMBUCO

The objective of this article is to analyze the management of Public Health Policy in municipalities in Pernambuco in the context of controlling immunodeficiency diseases, with an emphasis on its relationship with the migration phenomenon. Specifically, it investigates how the health departments of the municipalities of Cabo de Santo Agostinho, Caruaru, Igarassu, Petrolina and Tamandaré, in Pernambuco, managed the evolution of the HIV epidemic. The research is characterized as qualitative, descriptive in nature, and used field research as a method. The results indicate that, despite the evolution of the epidemic, the budget allocated to health in the municipalities analyzed did not keep up with the growth in demand. Although management recognizes the severity of the epidemic, human failures related to prevention, education and culture are pointed out as primary factors for the lack of control of the disease, aggravated by budgetary restrictions, which limit the effectiveness of public policies. In addition, challenges were identified in the efficient use of resources allocated to HIV prevention, evidencing difficulties in understanding and implementation by managers.
