PROCESSO DE DESENVOLVIMENTO SOCIOAMBIENTAL EM FOZ DO IGUAÇU: IMPLICAÇÕES DESDE SEUS PLANOS DE ORDENAMENTO E GESTÃO TERRITORIAL

Abstract

Summary: This work aims to briefly discuss some aspects related to expansion, urban planning, and environmental interrelations with urban mobility in the city of Foz do Iguaçu, state of Paraná, Brazil, especially regarding adaptation to climate change. The theoretical review focuses on the implications of urban expansion on the territory, considering it as a space of dispute and power. It presents some theoretical-methodological elements for the democratization of territorial management and planning, by effectively inserting the actors who dispute territorial heritage. On the other hand, some catalyst elements of the disputes for management are presented, this time in the legislative scope where the municipality planning is circumscribed. A triangulation between the different municipal plans was necessary: Master Plan, Mobility Plan, and the Municipal Plan for Conservation and Recovery of the Atlantic Forest. From this process, transversal elements were identified in urban configuration, its expansion, mobility, and the environment, such as conservation of green areas, populations' access to green areas, ecosystem services, quality basic sanitation, and finally, access to the city as a fundamental right. Also, the interrelationships that occur in the process of elaboration and implementation of policy instruments and their effective implementation in the municipal environment. Despite territorial management instruments aiming at joint and democratic management of the territory by prioritizing social processes, in practice, these instruments conflict due to power struggles for space use, especially in a strategic territory for the action of transnational forces, impacting the creation and implementation of climate resilience mechanisms in the city.
