Abstract

At the time the city of Teresina (capital of Piauí) celebrated its centenary in the early 1950s, the drought and the movement of the flagellates became as present in the city as its urban miseries. The press of the time emphasized more and more the aggravation of poverty by announcing in vivid colors the intensification of daily problems. In problematizing this moment, which is said by many intellectuals and politicians as unprecedented, this text intends to analyze the discourses on the poor, considering that the set of reflections in the press speaks of the annoyance caused by migrations caused by drought and by the ostensive presence of flagellates in the urban space, besides prescribing the behaviors that all should have before the flagellates, although such prescriptions did not materialize in effective actions.
