Abstract

Health is a Fundamental Right, constitutionally guaranteed as a Right to all and a duty of the State. On the other hand, public health governance is the interaction between the different actors and interest groups in pursuit of goals commonly defined, through a shared management between the agents (State / government) and the leaders (people / administrators / users) of the relationship. So this article aims to identify assistance gaps in hospital beds, also looking into public health governance and its applicable principles. Methodologically, the work has applied character, supported by exploratory and descriptive research with a compared finalistic approach. As a result, the relevance of  territorialization  / regionalization in health for State planning and action on the assistance voids remained proven.
