Abstract

Increased urbanization also increased the water resource use, thus it was necessary to improve its institutionalization. Environmental master and sector plans are legal tools used for planning natural resource preservation, including water resources. The present article aims at assessing the water resource master and sector plan executability from an institutional viewpoint through an applied and exploratory study that also makes use of discourse analysis. The study results show that supervision and control fragility on the institutions part are relevant elements that explain the disparity existing between the analyzed institutional tools and the evolution of natural resource quality and quantity in the municipality focused by the study.
