Abstract

This article analyses the influence that the Minimum Price Guarantee Policy (PGPM – Política de Garantia de Preços Mínimos) performs in market prices of carnauba wax and powder. Specifically, it makes a historical analysis of this policy for powder and wax, points out the problems in its operation, shows the evolution of prices over the seasons 2001/2002 - 2009/2010, and checks whether the prices market are stabilized by the minimum price. To survey the history of PGPM in this production chain, it was used specialized literature and the operational problems were listed from meetings with several people related to carnauba. To check the influence of the minimum price on the market, it was conducted the Analysis of Variance and Generalized Method of Moments tests. We conclude that the main problem for the operationalization of PGPM is the lack of information of the extractivists about this policy and its influence on the market price of carnauba wax and powder.
