Abstract

This study had as central goal to identify the structure of Municipal Associations (AMs) in Santa Catarina and to verify the role of these entities as organisms of intergovernmental cooperation. The adopted methodology started from bibliographic and documental research. Descriptive research was used as a form of narrative. For data collection, and document analysis, interviews were conducted with all executive secretaries of the 20 Municipal Associations (AMs) in Santa Catarina. Among the main results, emphasizes that AMs have their perfomance centered in the technical advisory to the municipalities, varying between regions and is affected by the perception of local politicians about what should be that performance. As actions by the development was observed that is an aspect which deserve a new reflection by part of AMs. From the study, were pointed some opportunities of improvement for AMs’ performance: to supervise the demands emanating from counties, to carry out the evaluation if the articulation or participation in the collegiate of AMs supplies the needs of qualified professionals, to analyze if would have way of improving the interorganizational cooperation of AMs as a way to generate greater strategic and operational capacity for these associations and, consequently, to contribute to regional development.
