Neste trabalho, propomos reconstruir a partir de uma perspectiva histórica a experiência de Paulo Freire à frente da Secretaria Municipal de Educação de São Paulo (SME-SP) no período 1989-1991, durante o governo do Partido dos Trabalhadores (PT). Em particular, iremos destacar algumas das primeiras medidas de gestão e problematizar conceitos que funcionam como substrato para este processo; ou seja, a identificação de certos critérios para a construção do poder popular nos quadros institucionais marcados por um estado de cunho capitalista. Por isso, esta pesquisa toma como referência incontornável a ascensão do PT e seus múltiplos triunfos políticos no final da década de 1980; verdadeiro apoio político à experiência de Paulo Freire como chefe da Secretaria Municipal de Educação de São Paulo. A educação popular e seus princípios libertadores penetraram assim no difícil terreno da institucionalidade e foram apresentados como uma estratégia de poder popular que aspirava a explicar como construir uma democracia radical e de base em uma rede institucional - como o da escola - que apresentava sinais evidentes de burocracia e verticalidade? Ou se quiser, como popularizar a escola pública construindo um novo modelo de qualidade social e, ao mesmo tempo, promovendo a participação e organização a partir das políticas públicas?Downloads
