Estamos vivendo em um novo contexto, marcado pelo aumento donúmero de atores participantes do jogo social. Com a ampliação quantitativa e
qualitativa de atores sociais, as regras do jogo perdem legitimidade e eficácia.
Tal situação afeta o sistema político, que enfrenta dificuldades em atender às
demandas dos atores, o que leva a instabilidade.

ABSTRACT: We are living in a new context, charactherized by raizing of new actors
in the social game. More actors change qualitative and quatitative the rules of the
game. These lost legitimacy and effectiveness. This situation affects the politic
system what faced difficulties to attend actors’ demands, what takes to instability.
