Neste artigo analisam-se as transformações políticas ecognitivas que ao longo das últimas duas décadas conduziram à actual centralidade discursiva e revalorização do local como instância privilegiada da administração dos problemas sociais, desenvolvendo uma reflexão sobre as qualidades do local que tendo sido realçadas até meados dos anos 70 pelos discursos críticos e periféricos, tendem hoje a ser omitidas e ocultadas pela centralidade discursiva atribuída ao local. Num segundo momento procura-se esboçar os contornos de algumas das figuras do local que emergem no actual espectro discursivo para concluir com a apresentação de um conjunto de desafios cognitivos que permitam conferir centralidade às periferias e desse modo contribuir para a requalificação efectiva da problemática do desenvolvimento local.
