This paper describes a theoretical study about the ICTs’ (information and communication technologies) impacts on the public policies that focus on brazilian education. Three national educational programs were visited: E-Tec Brasil, UAB and ProInfo. These reflections are part of researches developed in the Human Learning Studies Lab at the School of Education of Rio de Janeiro State University (LEAH/UERJ).
