Abstract

This article responds to the interest of exposing theoretical concepts relating to social policies in Latin America and new categories for the debate on popular participation and family in social assistance policy, collated by the political complexity and ambiguous character of such notions. In route to break away from disabling the starring character of the masses, our study is part of a commitment to think about social policy beyond to its configuration as a strategy of accommodation conflict, favoring their political and emancipatory potential, whose historical process is backed by political dispute  over economic surplus expropriated from masses, seeking to contribute to the debate on social policies in the current conjuncture in Latin America and its possibilities or barriers as strategies for combating inequality and securing rights.
