Abstract

This article is based on the theoretical contribution of the Policy Cycle, which includes the study of the contexts of influence, of the production of texts, of the practice, of the results, and of the political strategies, based on the analyses previously carried out, as opposed to a traditional analysis of the Policy Cycle, with the intention of understanding the structuring movements of the policy, identifying the elements that constitute it, so that we understand each one of these elements specifically related to the historical conjuncture of the materialization of the Brazilian educational public policy.
