Abstract

The paper displays the main revelations of a research about the Plan National of
Qualification of the Worker (PLANFOR) as analysis object. Using the methodology dialectic and having as basic categories the contradiction and the mediation, this study identified “the invisible” wire existence that had bound to the PLANFOR the processes related to the current configuration of the processes of reproduction of the capital and the neoliberal State. By means of the exploration of internal contradictions to the PLANFOR, the study it allowed to conclude that the Plan acted as instrument of social regulation, tied with the consolidation of the neoliberal State - for the mercantilism of the relations between the stricto sensu State and
the civil society -, and with the flexible regimen of capitalist accumulation - for the affirmation of the possibility of the financing public the extended reproduction of the capital.
