Abstract

The political promise that an increase in average schooling could reduce the unemployment rate has not been confirmed by history. The promise of economic growth would provide an unequal country either. The historical period of post-war (1945/1973) that favored the absolute social mobility in Brazil, following the urbanization seems to have fallen, hopelessly, in the past. Since the relative social mobility has remained very low, because the material incentives to increase school today are smaller than they were for the older generation.
