Abstract

The paper analyzes the formation and assessment of school principals, instituted in the municipality of Campo Grande by means of the partnership between the City Hall and the Ayrton Senna Institute, intervened by the State Secretary of Education, for the implementation of the Champion School Program, from 2001 to 2004. The study was based on the federal and municipal educational legislation, on documents from the Ayrton Senna Institute, the Luis Eduardo Magalhães Foundation, and the Municipal Secretary of Education, as well as on the relevant literature. According to the analysis, the implementation of the Champion School Program occurred within the context of public/private partnerships, whose objective is to manage public institutions from the viewpoint of the market parameters, due to the belief that the viewpoint is more efficient and more effective. The Program also changed the formation and assessment processes designed to select school principals, as it instituted assessment systems and occupational certification as meritocracy and competition tools for the position in municipal schools. The decision to appoint/exonerate school principals is still in the hands of the Head of the Municipal Power.
