Abstract

This article has for objective to rescue historical and conceptually the principal educational programs that during the whole decade of ninety were fomented by the federal government and articulate government by ministry of Education while measures according to the reform of the education proposed in this whole period.  In the same way we undertook the critical analysis of this calendar front to the process of restructuring of the economical calendar proposed by the articulation of the New Right. They were systematized and studied five great blocks of programs and more particularly the Programs of Support Financial, Alimentary, to the Health, to School/students and the Families and the Programs of Correction of Flow. The study ends that the educational politics in the decade he/she studies they seek the individuals' inclusion that historically are ruled to the margin of the distribution of wealth, of the activity laboral and of the access to goods and social services; however, that those politics are essentially palliative, looking for to eliminate the social conflicts and just to alleviate the extreme poverty of the population, since it is manage for the inclination systemic of the relationship cost-benefit.
